Kitchen-wide defaults live in Configuration (Business Settings > Configuration) under the Order: Catering tab: Proposals: Default Employee Commission Percentage and Proposals: Default Employee Commission Fixed Amount (both default 0). They are used for any employee whose own Proposals Sales Commission fields (on the employee's edit page) are empty. Per-employee values always win over the defaults when the employee is chosen as Sales Agent on a proposal.
