The report only counts customers with no order at all before the Begin date, and the first order must have been created between Begin and End. Check for: an earlier order on the same account (even an unpaid or cancelled one, or a staff-placed order), a guest checkout without an account, or an order whose only content was a subscription meal selection (those are excluded). Widen the Begin date if you are unsure when the account's first order really happened.
