No. Bags are created automatically at checkout from your Bag Types (each with its capacity, return fee, not-returnable flag, weight and dimensions); the reports only list and manage those bags. Bags By Delivery Date shows the bag type name as a link to its settings. If an order has no bags, check that at least one active bag type exists and that the bag type is not restricted to proposals only. Container types assigned to a bag type are copied onto each bag and appear on bag labels/packing slips as the container list.
