When Yes, bag fees and bag assignment are skipped whenever a proposal's cart is calculated - on the proposal page, in the proposal checkout, and in the past-due and reminder-email cron jobs that recalculate a proposal's cart. Use it if your catering proposals are never packed in the bags your meal-prep orders use. Default No means proposals go through the normal bag logic (bag types marked only for proposals can then apply).
