By default a customer must validate their email address (via the code/link Sprwt sends) before they can use the site — unvalidated users are sent to the email validation page and cannot change profile details. Setting this to Yes switches that requirement off: customers can browse, order and edit their profile without validating their email. Keep it at No unless bounced or blocked validation emails are locking out real customers.
