A bag starts as En Route when the order is created. From En Route it can be marked Delivered (button Mark Bag Delivered). From Delivered it can be marked Returned (Mark Bag Returned). There is also a Refunded state used internally when a bag fee is refunded, but no page in Sprwt — the reports, the bag's own scan page, or the order page — offers a button for it; it can only be reached by a direct link with the right parameters. A bag can only move forward along this path; the Returned button is not offered to En Route bags. Delivered is the status customers see on their side; En Route and Delivered are the two states that count as "not yet returned."
