The pages depend on each other, so set them up in this order:

1. States – create every state you deliver to or have a pickup location in (Pickup Locations refuses to open the form until at least one state exists, and zip codes are grouped by state).
2. Kitchen Locations – set your kitchen's Meal Prep fulfilment weekdays; a route's own weekday checkboxes only show for days the kitchen fulfils online.
3. Delivery Routes & Methods – create at least one route (In House Delivery, Uber Direct, or Shippo if that module is on) and tick the weekdays it runs.
4. Delivery Rates - Zipcode – add each zip code (or a * wildcard) with its delivery fee and assign it to a route. Uber Direct routes need no zip codes.
5. Pickup Locations – add pickup points and tick the days.
6. Bag Types / Containers – optional packaging and bag fees.
7. Turn on Allow Deliveries / Allow Pickups in Client Config and test a checkout.
