Tick the wanted fields in Required Fields (Marketing > Giftcards): Name, Email, Phone. The gift card page then refuses to continue and shows Name is required / Email is required / Phone is required next to the empty field. When Allow Shipping is on, the email and phone checks only apply while digital is selected (physical gift cards collect a postal address instead); when Allow Shipping is off, the email/phone checks always apply.
