Yes. On the member's own profile (the member is a full customer account), the usual customer tools are available: view their subscriptions, pause/cancel, add balance, and, if the Checkout As module and the Checkouts > Checkout as customer permission are on, a New Order button that starts a checkout for that member. Because this places the order as the member's own account, double-check at checkout which payment method is actually being charged rather than assuming the manager's card is used automatically.
