Two causes: your user role lacks that report's permission (Reports group in User Roles) – the report is then hidden from the menu and direct links redirect to the dashboard; or the date in the link does not exist and the system cannot find any upcoming delivery date on or after the start of that month to fall back on (i.e. you have no delivery dates scheduled at all from that point forward), in which case it cannot resolve a date and returns you to the dashboard. Create/open delivery dates for that month (or later) or pick a valid date from the menu.
