It only renders when Client Config > Business: Cart > Enable Custom Tax Calculation Systems is Yes for the kitchen you are editing under. With the switch off, the whole subsystem is disabled: the dropdown is hidden, any previously posted choice is ignored on save, address saves do not call the tax API, the cart always uses the zip-code/state rate, and the TTR Tax card is hidden from Integrations.
