The Selected Meals section (and the Select Meals button) only appears when Show Meals in Events is switched on under Catering > Settings > Proposals tab > Display Options. When that toggle is off, templates can only contain Invoice Items and Labor & Equipment. The same toggle also hides the Event Time Categories menu entry.
