The footer button requires all of: the Marketing Hub module, Allow Refer a Friend = Yes, Show Invite a Friend in the Site Footer = Yes, and a public page that is not part of the cart flow (the button is hidden on cart, delivery and confirmation pages). It also never shows inside the admin panel.
