Only numbers with status Active are listed in the From dropdown. If you have no numbers, or your number is still at "Choose a number" / "Buy the number", nothing appears and the confirmation step shows No SMS Number Selected — You need an active SMS number to send campaigns with a Get an SMS Number link. Finish purchasing the number under Numbers; for US/Canadian accounts also attach it to the messaging service on the campaign registration page.
