Both live under Settings > Kitchen Settings, and each is shown only if your role has the matching permission:

• Kitchen Locations needs List Kitchen Locations; opening a kitchen to edit it also needs Edit Kitchen Locations (both in the Delivery Settings permission group). Without them you are redirected back to the dashboard.
• Cut Off Timer needs Edit Cut Off (in the Business Settings group).

Ask an administrator to add these permissions to your user role.
