The cards only offer the action that is valid for the day's current state:

• Open – Priority Action: Close Meal Selections. Workflow: Auto Select and Finish Production are muted (Waiting on meal selections close / Waiting on close).
• Closed, not finished – Priority Action: Reopen Meal Selections. Workflow: Auto Select Meals (if meals are pending) and Finish Production.
• Finished – Priority Action: Production Done (muted). Workflow: Day Closed (muted) and Reopen Production.

So you cannot finish an open day (close it first), cannot reopen selections on a finished day (reopen production first), and the whole Kitchen Control Center is hidden when the top-bar Kitchen selector is on Global View — pick a kitchen to see it.
