Check in order: (1) 1. Popup - ID is not empty; (2) you are not viewing the admin panel (it never shows there); (3) Show Only on Homepage is No or you are on the homepage; (4) Show Only Admin is No or you are logged in as staff; (5) your browser has already seen this Popup ID: change the ID or set Show on Every Load to Yes, or test in a private window; (6) the page has fully loaded, as the popup opens on the window load event.
