The catalogue hides add-ons and tiers you already hold at their maximum quantity, so a location type you have maxed out (20) disappears from the list. Buying a location add-on raises the allowed number of active kitchen, retail, wholesale or pickup locations on your account; if you still cannot add a location after buying, the account's Location limits may need adjusting by Sprwt – raise a ticket. Also note the SMS-related add-ons (SMS Number, Brand Registration, Campaign Registration) require that you first connect Sprwt SMS on the Integrations page.
