They are shown only when the Allergens & Dislikes module is enabled on your account and your role has List Allergens / List Dislikes. In addition, opening the Allergens page requires a Seed plan or higher and the Dislikes page a Starter plan or higher; below that you see an upgrade page. Without the module the Allergens / Dislikes columns and form section on ingredients are hidden as well.
