Two toggles decide where expenses are offered, both on Catering > Settings: Show Labor & Equipment on the Proposals tab (under Display Options) controls proposals, and Show Labor & Equipment on Catering Ordering on the Catering tab controls the customer-facing ordering page. Both require the Expenses module, and the website also needs the Catering module. On the website, if no expense has been created yet the Labor & Equipment button and section are hidden entirely rather than shown empty; in the admin proposal/template pop-up, an empty list instead shows a No expenses yet message. The label customers see on the website can be renamed in Configuration > Business: Cart > Expenses: Title (default Labor & Equipment).
