It's gated to the Base, Pro, or Enterprise plans — on other plans the "Export Catering Meals Labels" button on the Catering Labels page is shown as a disabled link with a "Not Available on this plan" tooltip instead of going anywhere, and the report page itself redirects you back to the dashboard if you try to reach it without a qualifying plan.
