The report requires the Venues module and a report permission. In the current version this is a known mismatch: the page checks a permission built from the URL (effectively "Venues Report"), but the role-permissions screen's Venues Report checkbox is wired to the very same permission key as Catering Invoices Report — so granting a role the box labeled Venues Report does not actually unlock this page for that role. In practice only the main administrator account (or a profile with full administrator rights) can open the page, because those bypass the permission check entirely. If a manager needs it, sign in with the main admin account or contact Sprwt support. Also make sure you have opened the report with a valid Begin/End date.
