After Analyze File, the parsed file is held in your login session under a one-time token until you click Apply. If the session ended, you logged in elsewhere, the token was already used (each token can be charged once, so a double-click cannot bill twice), or you opened the review for a different location than the one you are applying to (That review belongs to a different location.), the apply step is refused. Simply choose the file again and re-run Analyze File - the review is free.
