The Add Break buttons under Unpaid Breaks and Paid Breaks in the timecard window only appear if at least one break rule of that type exists for the location. If none exists you see "Set up your unpaid (or paid) breaks in Settings" with a Go to settings link. Create the rule on HR Tools > HR > Settings, then reopen the timecard.
