The menu entry is controlled by the List Templates permission, but in the current version the Templates list page itself also requires the List Numbers permission, and the New/Edit template pages require Edit Templates. Ask your administrator to grant List Numbers (and Edit Templates if you need to create or edit templates) on your role.
