Plans created by the builder are deliberately inactive unless you switch on Put them on sale straight away under Options for the plans you create. Prices are a business decision and an active plan is immediately purchasable on your storefront, so the wizard leaves activation as an explicit choice. Activate them later on the Subscription Plans screen when you are happy with the pricing. The same applies to the older Quick setup sample plans, which are created with a zero-priced grid and inactive.
