That happens when the Client Config setting Business: Cart > Show first time order by ordering modules is set to Yes. In that mode the report shows one row per ordering module contained in the customer's first order (for example a Meal Pack row and an Extras row), so Total Customers counts rows rather than people. Set it to No to get exactly one row per customer.
