That message appears when your account has no pickup points at all. The report can only group orders by pickup location, so create at least one location first (Fulfilment settings > Pickup Locations). Under the message the page also shows two promotional banners – "Need a new Pickup Point for your Business" (a Buy now link, shown when Marketing Hub's Allow Refer a Friend setting is on) and "Increase your footprint by adding another retail location!" with a Buy Retail Location link – which lead to Sprwt's purchase pages.
