The page shows "The rewards program is not currently available." when the Marketing Hub module is not active or Gamification Rewards Enabled is set to No. Also check that Gamification Rewards Amount ($) is above 0 — with 0 the share buttons still open the share window but no reward is recorded — and that the Google review URL / Facebook review URL are filled in if you expect review buttons to show. The Earn Rewards menu link itself only appears when the module is active and the setting is Yes.
