Deactivating a container does not remove it from bag types that already reference it. The edit page shows This container type is inactive but still assigned to N bag type(s) (names) and the list marks it Inactive in the bag's container table. Either reactivate it or open those bag types and remove the container row so packing lists stay accurate.
