Popup dismissal history (when you first saw it, when it was last shown, and any snooze) is remembered only by the specific browser you used — it's never saved to your account on Sprwt's servers. Switching browsers, using a private/incognito window, clearing your browser's site data, or logging in on a different computer resets that memory, so a popup you already dismissed on your usual browser will show up again anywhere else.
