Total tax is the sum of the tax amount stored on each order. The per-rate tiles are rebuilt from the individual order lines (each line stores its rate and tax value) and each line is rounded to two decimals before being added. Rounding differences of a few cents between the two can therefore occur on large ranges, and orders whose tax was adjusted manually may not split cleanly by rate. For filing, use the order-level Taxes column in the table or the Total tax tile.
