That bar (its wording, typo included, is exactly as it appears in the product) shows up whenever an account manager has members and is on the subscription plan or meal-selection page. It shows which person the cart currently belongs to — your own name marked (You), or a member. Click the name to open the Select member dialog and switch. Always check it before paying so the plan is created on the right account; the checkout page repeats the choice with Cart is for account member: Name when a member is selected.
