Venues share the same permission keys as pickup locations. To open the Venues list a role needs List Pickup Locations, and to add or edit a venue it needs Edit Pickup Locations (both in the Delivery Settings permission group when editing a role). If a staff member is redirected to the dashboard when opening Catering > Venues > Venues, add those two permissions to their role.
