The report includes every bag whose status is En Route or Delivered, because in both cases the bag is still with the customer. A bag only drops off the list once it is marked Returned. If a customer keeps a bag you can leave it Delivered so it stays on the list, or mark it Returned once the cooler comes back — that also credits the return fee.
