Two common causes: (1) the logged-in user lacks the Create menus permission, which the Catering Menu page checks before rendering anything — this applies to any account, live or not; or (2) on an account that hasn't finished the Go Live setup yet, the active kitchen location has no Catering Fulfilment Days turned on, which triggers a blocking "Fulfillment Days Missing" popup pointing staff to the Kitchen Locations setup page. In the current version this fulfilment-days popup only appears for accounts still in setup/trial (before Go Live) — it does not show once the site has gone live, even if fulfilment days are still unset.
