The entry is only added to the Proposal Settings section when Show Meals in Events is switched on in Catering > Settings > Proposals tab > Display Options, because categories are attached to meals. You also need the Proposals module, the Create Events Proposals permission and an active kitchen. If everything is on, you can still reach the page directly at /admin/events/mealscategories.
