They only appear when the order status is Unpaid and your role has the Allow Confirm Payment permission (Checkouts group). Paid, Total Refund, Partial Refund, Pending Authentication or Canceled orders never show them. Ask an administrator to add the permission to your role if you need to confirm offline payments or cancel unpaid orders.
