The Commission Report entry under Catering > Reports only appears when Enable Commission in Proposals is on (Catering > Settings > Proposals tab > Sales & Commission) and your role has the Proposals Commission Report permission (Admin group). The page also requires the Proposals module, a staff profile and an active kitchen; otherwise it redirects to the dashboard.
