Creating new pages (not blog posts) is only allowed when the business setting Client Pays Fee is set to Yes or when you are logged in as a Sprwt super-admin. If it is No, the + Add New button is hidden on the Pages list and a direct attempt to save a new page is refused with the message "You cannot create new pages".

This restriction never applies to blog posts – the Blog list always shows + Add New. If you need extra pages, contact Sprwt support to review your plan/fee setting.
