The tab only appears on saved proposals (not while creating a new one) and only for users whose role has the Proposals - View Activity Log permission (Business Settings group), which is separate from Create Events Proposals. Ask an administrator to add that permission to your role. Note that once a proposal itself is deleted, its Activity tab is gone along with everything else on the proposal — there's no separate place to look up that history afterward.
