The picker only lists active items, ten at a time; use Load More or the search box (it matches ID, display name and internal name). Check that the item is not deleted (Filter preferences > Deleted Ingredients on the list) and that no category or Sub-recipe filter is ticked in the picker's sidebar. A sub-recipe never lists itself. Items you have already added show a red minus button instead of a plus.
