Why can't I find a customer in the "User" or "Account Manager" search when linking members?
Both searches list only customers who are not already a member of another account. If the person you want is already linked to a manager, they will not appear — remove them from that manager first. Also make sure your role has the List Users permission, which the search relies on, and type part of the name or email to narrow the results (10 are shown per page; scroll for more).
