Why can't I edit a particular user even though I have the Edit Users permission?
If the account you're viewing is itself a SuperAdmin and you are not a SuperAdmin, the edit page redirects you back to the Users list — non-SuperAdmins cannot open a SuperAdmin's profile at all, regardless of other permissions.
