This is a real labeling bug in the permission list, not a misunderstanding: the report menu (and each report's own on-page title) correctly names one report "Cooking Report" and the other "Sub-Recipe Report." But on the Users Roles permission-editing screen, the checkbox for the Cooking Report's permission is labeled "Catering Sub-Recipe Report," and the checkbox for the Sub-Recipe Report's permission is labeled "Catering Cooking Report" — the two are swapped. Functionally each permission still controls access to the correct report; only the text shown on the Users Roles page is wrong. Treat the report's own on-page title as the source of truth.
