Those actions belong to a specific proposal. In template mode the header only offers Help, Back to Templates, Preview (after the first save), AI Generate and Save Template, because a template has no customer to send to and nothing to publish. Apply the template to a proposal from that proposal's Visual Proposal Builder, then use Save, Publish and Send to Client there.
