By default a tip is credited to whichever employee is signed in and creating the checkout (the cashier). An admin can reassign a completed checkout's tip to a different employee afterward from the checkout's detail screen (Admin > Customer Orders), which calls a "Change Tip Owner" action requiring the Edit Checkouts permission and checks that the new value is an existing employee record.
