Two levels apply, and Retail is handled differently from the rest:

1. Viewing the Meal Prep, Catering, POS, Real Time, In Store or Wholesale menu (and Preset Menus) requires the Create menus permission, found in the Kitchen group of the user-role editor. Without it the page redirects to the dashboard. Wholesale additionally requires its own List Wholesale Menus permission to see the list of wholesale menus, and Edit Wholesale Menus to open one and assign meals.
2. The Retail Menu is separate: it doesn't check "Create menus" at all. It's gated entirely by its own List Retail Menus permission to view and Edit Retail Menus permission to open a location and change its meals.
3. Changing any of these menus - adding or removing meals, clearing a day, applying a preset menu, generating random meals - additionally requires an admin-level account: a user attached to a user profile, a super admin, or a user with at least one user role. Staff logins that have no role at all can look but cannot save (this applies to the Retail Menu too).

Finally, you must have a kitchen location selected in the top bar - the pages are per kitchen.
