The Billing entry under Settings appears only for admin-level users whose role has the Billing permission (Admin group in Users Roles). Every action on the page - loading plans, cards and invoices, adding, changing or deleting a card - is checked against the same permission and returns "Invalid Permission!" otherwise. Because this page controls the card Sprwt charges, give the permission only to owners or finance staff.
