Any logged-in staff user (a user with an admin profile) or super admin can open /admin/stats/metrics, provided the account is on a Base-or-higher plan or has the Business Intel. Unlocker; otherwise the page shows the upgrade panel. The Orders Metrics entry in the Sales Reports menu is additionally hidden from roles without the Sales Metrics permission, but in the current version the page itself does not check that permission, so a staff member who knows the address can still open it.
